For many years sailors have been reporting strange lights entering and exiting our oceans. Recently released footage from the navy confirms the existence of USOs (Unidentified Submerged Objects) or UUOs (Unidentified Underwater Objects).
These occupants of the objects must be going to or leaving a location. If they live in our oceans there must be bases or cities that they occupy.
