Someone sends Victor a message asking pertinent questions about the release of top secret information. Plans are made and implemented to build a series of satellites to act as a relay station in order to establish communications with the planet Serpo.
Once communication is established, plans are made for the Ebens to visit earth and take several military members back to their planet.
